Flowmeter & Refueling Equipment Inspection — 12 products | August 2021 | AQL FAILED

Report No. OIS20210820&21PSI-01. Inspection conducted 20–21 August 2021 in Zhejiang Province, China. Inspector: Mike. A two-day inspection — one of the most complex reports in our portfolio by number of products and issues identified.

Subject of inspection: 12 types of products for the fuel and industrial sector. Flowmeters: FM-150 (100 units), FM-120 (100 units), FM200 (100 units), OGM-25E Memory (500 units). Fuel nozzles and guns: 11A (100 units), 11APP (50 units), 11ASS (50 units), Model 120 (100 units). Refueling guns: K400A (20 units), K400B (20 units). Adapters and fittings: Angel adapter (400 units), Flange adapter (500 units). Total: 2,040 units ordered, 100% finished, 76.6% packed.

Inspection standard: ANSI/ASQ Z1.4-2008, G-II plan, AQL 0/1.5/4.0. Sample 125 units.

Inspection result: AQL FAILED. The inspection identified 14 remarks and issues — some covering 100% of units, with the factory refusing rework on some items.

Key problems by product:

FM-120 and nozzles 11A: oil marks on surface of 100% of units. Factory REFUSED to rework. Inspector documented with photos and referred to client for decision.

Angel adapter: notches and burrs on surface of 100% of units. Factory agreed to rework before shipment.

Flange adapter: burrs on surface of 100% of units. Factory agreed to rework.

Model 120 (fuel nozzle): scratches on nozzle surface of 100% of units.

OGM-25E Memory (digital flowmeter): serious measurement discrepancy — device showed 1.2–1.7 litres more than the reference measuring instrument (40% of units). A technical defect, not aesthetic — directly affects fuel dispensing accuracy.

K400A and K400B (refueling guns): factory could not provide test equipment. Inspectors found that the return lever mechanism returned to its original position very slowly (100% of units). Inspector recorded video documenting this defect — available as evidence for the client.

FM200: plastic edge was covering the model number on the panel (100% of units).

Additional remarks: no suffocation warning on polybags with opening exceeding 190cm; missing internal box marking for K400A, K400B and FM200.

AQL per product: multiple codes with FAILED results at minor or major level. Total: 3 CRI found (max allowed 0) → AQL FAILED. Oriental IMEX recommendation: hold loading pending client decision.
