Pre-shipment Inspection: Lip Balm & Cosmetic Bags Paw Patrol & Gabby's Dollhouse — 81,340 units | September 2026 | PENDING
Report No. OIS20260910PSI-01. Inspection conducted on 10 September 2026. Inspector: Colin.
Subject of inspection: two licensed lip balms — 4.4g Skye Paw Patrol strawberry (Nickelodeon) and 4.4g Gabby's Dollhouse cookie cakey cat (DreamWorks Animation/Netflix) — inspected alongside two private-label items: pink and blue PDQ-packed cosmetic bags carrying no brand (Brand: N/A). This is a good example of how a single inspection trip can cover both licensor-audited FMCG and unbranded private-label goods within the same client shipment.
Order quantity: 81,340 units across 4 SKUs. Ready for inspection: 76,012 units (93.4% finished and packed). Breakdown: 4.4g Skye Paw Patrol strawberry — 30,240 units ordered, only 24,912 units (82.3%) finished and packed at the time of inspection; 4.4g Gabby's Dollhouse cookie cakey cat — 25,200 units, 100% complete; pink cosmetic bag — 12,950 units, 100% complete; blue cosmetic bag — 12,950 units, 100% complete.
No client-approved reference samples were available for this inspection; the factory instead provided its own confirmed scent samples for comparison.
Inspection standard: ANSI/ASQ Z1.4-2008 (MIL-STD-105E), plan G-II (normal inspection). AQL limits: Critical 0 / Major 1.5 / Minor 4.0. Sample sizes: 185 units for the Skye Paw Patrol lip balm, 155 for the Gabby's Dollhouse lip balm, 80 each for the pink and blue cosmetic bags.
AQL result: PASS on all four SKUs. Skye Paw Patrol strawberry — 0 critical, 0/7 major, 4/14 minor. Gabby's Dollhouse cookie cakey cat — 0 critical, 0/3 major, 1/7 minor. Pink cosmetic bag — 0 critical, 1/3 major, 0/7 minor. Blue cosmetic bag — 0 critical, 1/3 major, 2/7 minor. Zero critical defects across the entire shipment.
On-site testing: normal function check, barcode scanning test and outer-carton transportation test all PASS. Lip balm net weight measured 4.5–4.7g against the 4.4g nominal fill — within tolerance, PASS. Scent comparison against the factory's confirmed samples — PASS.
Overall report result: PENDING, for four reasons. First, the Skye Paw Patrol strawberry lip balm was only 82.3% finished and packed at the time of inspection. Second, no inner protective cardboard was found in any of the outer cartons. Third, an obvious plastic smell was noted when opening the outer cartons of both the pink and blue cosmetic bags. Fourth, the factory refused the outer-carton drop test, citing the PDQ packing format.
The AQL workmanship result was unambiguous — PASS across all four SKUs, including the private-label cosmetic bags. Goods approved for shipment once the pending conditions were resolved and client approval obtained.
